Smartphones change the picture of data and information sharing and make it possible to share various real-time flooding data and information. The vulnerability indicators of farmland inundation is needed to calculate the risk of farmland flood based on changeable hydro-meteorological data over time with morphologic characteristics of flood-damaged areas. To find related variables show the vulnerability of farmland inundation using the binary-logit model and correlation analysis and to provide vulnerability indicators were estimated by fuzzy set method. The outputs of vulnerability indicators were compared with the results of Monte Carlo simulation (MCS) for verification. From the result vulnerability indicators are applicable to mobile_based information system of farmland inundation.
In this study, the objectives are to provide rural experience tourism village business courses and development direction in between individual farmers and the village in base on rural development business of Hapjeon-village. The developmental process of a farm-stay village can be categorized into the period of six stages: 1) a conception stage 2) an adoption stage 3) a growth stage 4) an expansion stage 5) a stagnation stage 6) a recovery stage. Farm Stay Villages, Individual Farmhouses or Producer Groups can be placed in four different quadrant areas of a graph, depending on the pursuing direction and results of core values by having the X-axis for economic factors (public profits, individual profits) and by having the Y-axis for emotional factors (self-actualization, conflicts). The first quadrant area is designated for ideal individual farmhouses and producer groups for having achieved the status of economic self-reliant and high emotional satisfaction. The second quadrant is for ideal self-actualized communal villages having achieved the independent public interest and public profitable status. The third quadrant is reserved for villages experiencing communal conflicts and no economic self-reliant stagnant status. The fourth guardant area is allocated for individual farmhouses and producer groups having achieved self-reliant economic status, yet having communal conflicts. Using the aforementioned concept, the government shall design village development projects and prepare realistic and achievable goals and place them in as a systematic device in future projects.
This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents` realistic participation in the course of Comprehensive Rural Village Development Project process.
There are direct and indirect approaches to measure the quality of rural life with comparison of urban. One of the direct approach is to survey living satisfaction of rural residents. Survey result is also important factor for the understanding of local needs in rural development. Rural Development Adminstration(RDA) has developed a survey table with 71 survey items for measuring the satisfaction of rural residents. In rural field forum which have conducted for finding the direction of rural development, the understanding of local needs with measuring the satisfaction of rural residents is important. But developed survey table is difficult to be applied in rural field forum not only many survey items but also overlapping in survey range. The purpose of this study is to suggest a field-applicable survey table in rural field forum based on results of RDA. Survey items were selected based on the importance score of RDA survey table, and weighting values were applied to each survey items. Finally, we suggested 31 items based on results with principle component and reliability analysis.
Village community centers are public locations where residential members of communities gather for various group meetings, social support, public information and recreational activities. Since the residents voluntarily operate the facilities, a convenient access to the center is a very important criterion for choosing where such facilities should be distributed throughout the districts. In particular, it is highly desirable to locate them within walking-distances from the residential populations. In this work, we have evaluated the accessibility to the community centers in several rural areas based on the surveys that were collected from year 2005 to 2012. We used the collected rural amenity resource distributions of the area for the evaluating the accessibilities to village center. More specifically, we considered some factors such as residential district and fraction of elderly population in the vicinity.
This study intended for Cheongryongsan Community Garden in Gwanak-gu, one of the demonstration places for ‘Community Garden’ Project recently implemented by the Seoul Government. This study had two major purposes: investigating the current status of the management and usage and identifying its characteristics; investigating users` awareness to consider the construction and operation directions of sustainable community gardens. This study was conducted based on several surveys such as an investigation into the spatial configuration and the management system of parks through a field study, a use survey through a questionnaire survey for vegetable garden users and an awareness survey about the construction direction of gardens direction preferred by users through the analytical hierarchy process (AHP). As a result of a questionnaire survey for vegetable garden users, the usage status was summarized as follows: Considering the common trends in the 2012 and the 2013 user survey, women used Cheongryongsan Vegetable Garden more than men. Over fifties used it most of all users. Users were mostly neighborhood residents. They used to visit there three to five times a week and stayed for about 30 minutes to one hour. Users differently responded to the question related to the order of priority for the use of the garden in the 2012 and the 2013 survey. They had increasingly used it for individuals` production activities more than social exchanges. As a result of making an AHP analysis for general park users, vegetable garden users there were clear differences in the targets which each subject put emphasis on in relation to the construction and operation of vegetable gardens. General park users recognized a vegetable garden as a park where park functions and the functions of the vegetable garden coexisted. On the other hand, vegetable garden users viewed it as a space where they attached importance to the functions of the vegetable garden like an allotment. Last, this study contemplated subjects related to the construction and operation of vegetable gardens which had to be considered in the future. Vegetable gardens tended to be biased as personal hobby places. It was viewed that the main reason was insufficient support activities for vegetable garden education and exchange programs originally planned when vegetable gardens had been constructed. Vegetable garden users recognized vegetable gardens as places for individuals` farming activities like allotments. For the desirable operation of vegetable gardens, it would be necessary to give priority to the park management before the production activities in individuals` vegetable gardens. The important role of the government would be to build the base through the provision of education and opportunities so that a local resident organization could actively participate in the management of a vegetable garden after a vegetable garden was constructed. It would be necessary to make a use survey and an awareness survey for users conducted in this study on a regular basis because the surveys could be important basic data in the decision-making process for the sustainable operations of the vegetable garden.
Study on the Diagnosis of Agricultural Region Resident Organization Utilizing "Weisbord`s model": Centered on "My Hometown Keeper" Organization Diagnosis Case
This study was carried out to identify the limitations and problems of organization, as well as present plans to activate the organization through diagnosis on ‘My Hometown Keeper’ organization that was created for the purpose of growth of agricultural and fishing regions, and environment improvement. Utilizing Weisbord`s Six-box Model, an organization diagnosis model useful for diagnosis of ‘My Hometown Keeper’ organization, 6 areas including organization`s objective, structure, relationship, compensation system, leadership, subsidiary device system etc. and 14 survey questions were prepared, and a survey investigation was conducted on the staff at Korea Rural Community Corporation in charge of ‘My Hometown Keeper’ participating residents and administrative support. Based on the analysis results of survey investigation, the limitations and problems of organization were identified, and as plans to improve these and activate ‘My Hometown Keeper’ organization, ‘Clear establishment of organization``s objective and role’, ‘Preparation of compensation and incentive system’, ‘Growth of relationship and leadership between constituents’ ‘Enhancing the utilization of subsidiary device system such as education and information acquisition etc.’ etc. were presented.
The purpose of this study is to analyse the over-depopulation characteristics of village unit in rural and fishery region. In addition, improvement in rural living environment for residents wish to raise. The main results are summarized as follows. First, increasing depopulation village, and the poor living environment for the depopulation of villages. Second, depopulation village characterize the type of hardware and software is required. Finally, this four type of policy is needed to fit characteristics. These findings further improve the depopulation village environment, improve satisfaction in that you can plan the basis for an effective strategy can be. Ongoing analysis of forward linkages and establish future policy measures are needed.
The objective of this study was to develop agricultural reservoir water supply simulation system to assess water cycle of agricultural water district. Developed system was named as ARWS (Agricultural Reservoir Water supply simulation System). ARWS consists of platform and independent modules. In ARWS, reservoir inflow was calculated using Tank model, and agricultural water supply was calculated considering current farming period and mid-summer drainage. ARWS was applied to simulate water level of Gopung and Tapjung reservoir in 2011 - 2012. The results were compared to simulation results of HOMWRS and observed data. Average R2, EI, RMSE of ARWS were 0.76, 0.46, 1.78 (m), average R2, EI, RMSE of HOMRWS were 0.88, -0.14, 2.37 (m) respectively. Considering statistical variances, water level simulation results of ARWS were more similar to observed data than HOMWRS. ARWS can be useful to estimate reservoir water supply and assess hydrological processes of agricultural water district.
The purpose of this study is to segment foreign tourists who are visiting rural tourism village based on importance attributes of rural experiences tourism. From the literature review, rural experience tourism and its` importance attributes were discussed and these are, peculiar cultural experience, rural experience tourism price, food, natural scenery, accessibility, accommodation and convenient facility. On-site survey was conducted to collect the data from 8 rural tourism villages and a total of 258 useful samples were collected and analyzed. Frequent, cluster analysis, MDA, and MANOVA were performed to produce the results. The cluster analysis showed that three clusters solution was appropriate and named as moderated satisfaction group, high satisfaction group, and highly satisfaction group. The results of MANOVA showed that there were differences among the groups in terms of satisfaction and loyalty of rural experiences tourism. Theoretical and practical implications were discussed in the conclusion section.
Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, the government has been revised the target self-sufficiency rate of food, and carried forward various policies in order to achieve it. One of those policies is the restoration business of idle farmland which is planned to carry forward after 2015. This study set up indicators evaluating effective use of idle farmland, and tried to apply in the field before carrying forward restoration business. The result of this study may be summarized as follows. First of all, it reset an evaluation indicator that was based on the evaluation indicator developed in order to set application directions of idle farmland. Next, it selected 30 idle farmlands with reset evaluation indicator among 11,635 which were inspected nationwide in 2012. Before applying indicator, it measured the condition of recycling such as accessibility of farmland, condition of irrigation and drainage system, land state, and surroundings by field investigation. Then, it calculated composite score in each target area through applying indicators, and verified the indicator by comparing calculated result with the one which was decided from field investigation. Finally, it carried out field investigation, correct and upgrade some problems of the standard of score calculation that was found during applying previously set evaluation indicator to target area, and established the final standard of calculation for evaluation indicator.
The purposes of this research are to review the current economic measures to be used to assess the economic effects of agricultural infrastructure projects, to find some effects not included into the current measures, and to suggest new additional economic measures. So thus, economic assessment for agricultural infrastructure projects has been criticized to be overestimated. For example, some research reported that the projects enhanced rice productivity by 20% or 30%. We suggest four new measures to evaluate economic effects of agricultural infrastructure projects: (1) enhancement in productivity, (2) switchover from low-income crops to high-income crops, (3) rises in land price, and (4) lower fluctuation in production.
The purposes of this study is to identify a proper spot to create a symbolic place for the International Jazz Festival and to improve the connections among the place assets of Gapyeong as a place marketing strategies. To this end, the analysis and interpretation of spatial structure was conducted using space syntax. The results of the study showed that the entire structure of the space formed in the axis of a total of 200. The value of total integration was 0.833, which is relatively low, and the local integration degree was 1.588 degrees. Gahwa Street has the highest value of full integration (1.264) among the major points related with the Festival, followed by the former Gapeyong Station area (1.189). As a result, the former Gapeyong station area was identified as a recommendable place for symbolic place because it is highly accessible to the surrounding areas and spacious enough to function as a plaza. Developing a cultural street occupied by jazz cafes, concerts, shops and restaurants, and transforming the old railroad into a linear park will enhance the image of jazz city and help place marketing.
This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven`t been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing ``Trail`` of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area. It should be possible to induce hikers to rural area and be suggested as a measure for improvement of village image, regional vitalization and incomes of non farm.
